Don’t be careless or subjective
According to the People’s Committee of Hai Duong province, currently, according to the forecast, the flood level on Thai Binh river has exceeded alarm level III, the flood on Luoc river has exceeded alarm level II, combined with high tides, water in the upstream continues to flow downstream and currently the weather is continuing to rain so the water level on the rivers continues to rise.
In recent times, all levels, sectors, localities, units, armed forces and people have been active, proactive and creative in leading, directing and promptly and effectively implementing measures to respond to floods.
On the afternoon of September 12, a working delegation from Hai Duong province led by Mr. Tran Duc Thang, Secretary of the Provincial Party Committee, inspected and encouraged local support forces in flood prevention work.

The Chairman of the Hai Duong Provincial People’s Committee acknowledged and commended the proactive and positive spirit of all cadres, party members and people in the province in flood response work. However, for many days now, the forces have been straining themselves to respond to the flood, causing fatigue, so they may be negligent and subjective. On the other hand, the flood continues to rise, the dykes have been submerged for many days, leading to the phenomenon of water-saturated soil, posing a risk of landslides and leaks, threatening the safety of the dyke works, especially tonight and tomorrow (September 13).
Therefore, to continue to ensure the highest level of safety for the dike system, the Chairman of the People’s Committee of Hai Duong province requested localities and units to continue to urgently and seriously implement the province’s direction in the issued telegrams and conclusions.
At the same time, immediately deploy additional forces to patrol and guard the entire dike line 24/7 (especially in the evening, on the night of September 12 and 13). At vulnerable dike locations that have been, are being handled, and have just been discovered, specific shifts must be assigned to each person for each incident point to monitor developments and promptly report the situation. Prepare adequate supplies, equipment, means, and forces to be ready to respond to and immediately handle dike incidents.
Members of the Provincial Steering Committee for Disaster Prevention and Control in charge of areas with vulnerable dykes went directly to the scene on the evening and night of September 12 to inspect, lead, direct, and support localities in performing their tasks.
Determined to protect dike safety at the highest level
Earlier, in the morning of the same day, chairing a meeting to direct flood response, Chairman of Hai Duong Provincial People’s Committee Le Ngoc Chau requested that, regarding the evacuation work, localities and units continue to carry out the evacuation work to safe places, prioritizing the vulnerable and those who cannot take care of themselves (the elderly, pregnant women, children, etc.); continue to mobilize people to move to live with relatives and loved ones in safe places (people support people); pay attention to logistics work, ensuring food for people who have to evacuate.
At the same time, the guiding viewpoint must be determined to protect the safety at the highest level for the dike system in the province; requiring localities and units to urgently and seriously implement the direction of Hai Duong province in the issued telegrams and notices and direct instructions of the leaders of the Provincial People’s Committee at the scene.
The Chairman of Hai Duong Provincial People’s Committee requested to continue to strictly carry out patrolling and guarding the entire dike system in the province according to alert level III, not to be passive or surprised; to clear trees and grass on the dike slopes to promptly detect water leaks, extrusion lines, and bubbling lines…; to propose solutions right from the first hours to ensure effective remediation (reducing time, saving costs…), minimizing the risk of insecurity.

At vulnerable dike locations that have been, are being treated, or are newly discovered, it is required to organize a permanent, 24/7 duty on the dike; urgently handle vulnerable dike locations that are or have not been treated.
Closely monitor the water level of the Bac Hung Hai system (especially the Sat River through Hai Duong city) and the tides and water levels of external rivers to have flexible and practical solutions (opening and closing sluices, pumping and draining water…) to help reduce pressure on the Bac Hung Hai system.
The Secretary and Chairman of the district and commune levels directly preside over and take full responsibility for the above tasks. The Department of Agriculture and Rural Development assigns qualified and experienced staff to provide technical guidance and support.
Along with that, ensure smooth traffic in the province, especially in areas where people are evacuated, prohibit vehicles and people from traveling on the dike; continue to prohibit waterway traffic activities on routes under the province’s authority.
For routes not under the province’s jurisdiction, the Provincial Police will coordinate with the Department of Transport to arrange forces to warn from a distance. When vehicles move to dangerous areas, measures must be taken to ensure safety (require slowing down, turning off engines… to avoid creating waves hitting the dike and embankment, causing insecurity).
For losses in agricultural production, social assistance policies, and other losses as prescribed by law, continue to review and make detailed and specific statistics to ensure accuracy. Commune and district People’s Committees, agencies, and units shall proactively arrange from legal sources of capital to remedy the losses as prescribed. In cases beyond the reporting capacity, the Provincial People’s Committee shall consider and decide.
Hai Duong Provincial Party Secretary visits and encourages flood control support forces
On the afternoon of September 12, a working delegation from Hai Duong province led by Mr. Tran Duc Thang, Secretary of the Provincial Party Committee, inspected and encouraged local support forces in flood prevention work.
The working delegation inspected the actual flood and storm prevention work at the left dike of Mia River, a branch of Thai Binh River, through Vinh Lap Commune, Thanh Ha District; visited officers and soldiers of Division 325, Division 395, Brigade 513, Military Region 3… who are accompanying Hai Duong in overcoming the consequences of storm No. 3; at the same time, visited and encouraged households in areas affected by rain and floods to stay calm, unite with local Party committees and authorities to overcome difficulties, and soon stabilize their lives.
