On September 8, Hanoi City Police announced that the Dong Da District Police Investigation Agency had prosecuted and temporarily detained Le Vu Ngoc (aka Ngoc “say”; born in 1960; residing in Trang Tien, Hoan Kiem, Hanoi) for the crime of Disturbing public order.
According to the investigation, at the end of August 2023, Ngoc and a number of people claiming to be war invalids continuously gathered at Huong Sen Company Limited (No. 44 Thinh Quang Street, Thai Thinh, Dong Da) with the purpose of pressuring and collecting debts. This group used a three-wheeled vehicle to block the entrance and exit of the Central Acupuncture Hospital – the common entrance to Huong Sen Health Care Center, then sat and lay in the entrance area, obstructing entry and exit, cursing and causing fear for Huong Sen Center staff and patients.
On September 9, 2023, Ngoc and many people claiming to be war invalids brought 32 three-wheeled vehicles to block the entrance to the Central Acupuncture Hospital.
Ngoc parked his tricycle blocking the path, drank alcohol, cursed at passersby, and threatened ambulance drivers when transporting patients through this path. When the authorities coordinated with security to move Ngoc’s tricycle, Ngoc did not comply but called a group of people standing outside the entrance to block the path, putting pressure on the authorities to not move Ngoc’s tricycle.
Ngoc then lay down on the road, blocking the way for any vehicles to pass, challenging anyone who wanted to pass to run over him. When an ambulance arrived to take the patient to the emergency room, Ngoc and the group of people still deliberately obstructed the path, forcing the authorities to intervene and provide assistance before the ambulance could move.
Dong Da District Police are continuing to investigate and strictly handle the subjects according to the law.
