Investors propose to resolve problems
According to VietPeco Company Limited, the Que Son Biomass Power Plant Project has been added by the Ministry of Industry and Trade to the electricity planning of Quang Nam province for the period 2011 – 2015, with a view to 2020. The project has been decided by the People’s Committee of Quang Nam province. Investment policy decision dated March 9, 2016 and Adjustment Decision dated July 25, 2017.
The project has had its location agreed upon by the People’s Committee of Que Son district, decided to approve the details 1/500 and announced the local planning. At the same time, the project has a decision to approve the compensation plan, a decision to recover land, to pay compensation and clear the site, and to decide on compensation settlement.
LLC VietPeco said that the project is implementing an environmental impact assessment report (EIA), from August 2019 to present. Due to many problems, the EIA has not yet been approved. This affects the progress of the project and prolongs it compared to the Investment Policy Decision.
On April 11, 2023, the Department of Planning and Investment of Quang Nam province held a meeting with relevant departments, Que Son district People’s Committee and investors to consider adjusting project progress. According to the meeting, Que Son District People’s Committee did not agree to extend the project’s progress.
After this meeting, the investor worked with the People’s Committee of Que Son district and this unit responded to the business in writing with an objective view, not considering the investor’s losses and damages.
VietPeco Company Limited does not agree with this point of view of Que Son district and said that, in the process of preparing, submitting and appraising the EIA, the investor makes full efforts and goodwill to work with the EIA Appraisal Council and the District People’s Committee. to achieve the approved target, including numerous public consultations.
Therefore, VietPeco Co., Ltd. recommends that the People’s Committee of Quang Nam province consider an overall review of the project’s legal formation process and the causes affecting the project’s legal progress to resolve problems. problems still exist for investors.
Que Son district People’s Committee was criticized
Recently, Mr. Phan Thai Binh – Standing Vice Chairman of Quang Nam Provincial People’s Committee chaired a meeting to resolve problems and difficulties of the project. After the People’s Committee of Que Son district and VietPeco Company Limited reported, the Vice Chairman of the Provincial People’s Committee criticized the People’s Committee of Que Son district.
Vice Chairman of the People’s Committee of Quang Nam province requested the People’s Committee of Que Son district to review in attracting and calling for investment in projects in industrial clusters in the district (including the Que Son Biomass Power Plant project in Dong Phu 1 Industrial Cluster of VietPeco Company Limited) when technical infrastructure and environmental conditions are not guaranteed, leading to difficulties for investors in the process of project implementation, projects that drag on many years long.
The Vice Chairman of the People’s Committee requested the People’s Committee of Que Son district to urgently report to the Standing Committee of the District Party Committee to have a final opinion on this issue. At the same time, it is also clearly stated that in case of agreement to continue implementing the Que Son Biomass Power Plant project in Dong Phu 1 Industrial Cluster, the District People’s Committee must commit to focusing on investing in the technical infrastructure of the industrial cluster to ensure project implementation; In case of requesting to terminate the project, the District People’s Committee needs to clearly state the basis and grounds prescribed by law and take full responsibility for this content.
The Vice Chairman of the Provincial People’s Committee also asked VietPeco Company Limited to research and propose specific solutions such as: converting suitable industries and investment fields in Dong Phu 1 Industrial Cluster; Choose another suitable location to implement the biomass power project; request to terminate the project; or continue to request to extend and implement the project.
The Provincial Department of Natural Resources and Environment was assigned to review all records to date of the Que Son Biomass Power Plant project in Dong Phu 1 Industrial Cluster, study legal regulations to guide, resolve environmental procedures, create favorable conditions for businesses to operate (in case of continuing project implementation); which clearly states the requirements that need to be implemented by the People’s Committee of Que Son district and businesses.
In addition, the Department of Industry and Trade is responsible for reviewing contents related to Dong Phu 1 Industrial Cluster and has the industry’s perspective on the Que Son Biomass Power Plant project in case of continuing or stopping the project. , clearly stating the proposed implementation contents for the People’s Committee of Que Son district and businesses.
