Accordingly, bstorm number 3 reached level 16 in the East Sea; on the evening of September 6, the storm entered the Gulf of Tonkin with a very strong level 14 intensity, gusting to level 17. At 1:00 p.m. on September 7, the center of the storm was located on the coastal area of Quang Ninh – Hai Phong, with a level 12-13 intensity, gusting to level 16. Actual wind measured at 1:00 p.m. on September 7: Bai Chay (Quang Ninh) level 14, gusting to level 17; Co To (Quang Ninh) level 13, gusting to level 16; Cua Ong (Quang Ninh) level 12, gusting to level 14; Bach Long Vy (Hai Phong) level 13, gusting to level 14; Cat Hai (Hai Phong) level 7, gusting to level 10; Ba Lat (Thai Binh) level 8, gusting to level 10.
Regarding rainfall, from 7:00 a.m. to 1:00 p.m. on September 7, there was heavy rain such as: Co To (Quang Ninh) 127 mm; Cam Pha (Quang Ninh) 123 mm; Cat Ba (Hai Phong) 198 mm, Tien Hai (Thai Binh) 208 mm.
It is forecasted that in the afternoon and night of September 7, storm No. 3 will move inland. By 1:00 a.m. on September 8, it will reach level 8, gusting to level 10 on land in the Northeast region.
This is a very strong storm, the strongest in the past 30 years, directly affecting the Northern provinces. The entire political system has taken drastic action, especially the General Secretary and President who has paid great attention and given instructions. The Prime Minister has consecutively issued 03 Official Dispatches directing ministries, branches and localities to respond to the storm.
According to their functions and tasks, local ministries and branches have issued dispatches; organized inspection and direction teams at the grassroots and key locations. Counted and guided 51,319 fishing boats/219,913 people; all boats have taken shelter. Provinces and cities from Quang Ninh – Nghe An and Quang Binh have banned the sea.
52,979 people on cages, aquaculture huts, and weak houses were evacuated to safe places (Quang Ninh: 3,460 people; Hai Phong: 23,581 people; Thai Binh; Nam Dinh: 1,743 people; Ninh Binh: 2,685 people).
The canals, ditches and fields have been drained; the pumping stations and irrigation works are ready to operate to drain water when heavy rains occur to protect rice and crop production. Currently, the rice is in the entire Red River Delta. If flooding lasts long, the trees will be knocked down by storms, causing huge damage to agricultural production with more than 500,000 hectares of rice.
Hydrometeorological forecasting agencies have promptly provided bulletins to serve the direction and response to the storm. Information and communication agencies regularly provide information and have gone to the scene to promptly report and reflect the actual situation of the storm response implementation in the locality. Currently, there are many reporters in the provinces, reporting promptly and people have grasped the information.
Regarding the damage, up to now, it has been recorded that 1 person in Hai Duong was killed by a fallen tree while traveling on the road. 05 cement ships, 01 small wooden ship sank at the anchorage (Quang Ninh); more than 100 trees fell in Quang Ninh and Hai Phong. Currently, it is not possible to count, because in Quang Ninh, no one is on the streets. Talking by phone, Quang Ninh suffered very heavy damage, especially to the system of trees, electric poles, corrugated iron houses, tiled roofs… Until tomorrow morning, it will be possible to count all of this damage.
Tomorrow morning the storm will move inland, and the Hanoi area will continue to be affected by heavy rain.
Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, added some information about storm number 3:
Early afternoon on September 7, storm No. 3 showed signs of weakening. The wind at Bai Chay at 3:00 p.m. on September 7 had decreased to level 8. Currently, the storm’s direction towards the mainland continues to weaken. However, although there is wind and rain, and many fallen trees in remote areas such as Hanoi, it is not yet the strongest time for the storm.
Forecast of strong wind time in some localities as follows: Hai Phong – Quang Ninh, the strongest wind will last until about 7pm on September 7, then decrease rapidly; Thai Binh – Nam Dinh, the strongest wind from about 4pm – 10pm; Northern Delta (including the capital Hanoi) the strongest wind from about 7pm on September 7 to 1am on September 8.
Region coastal Quang Ninh, Hai Phong… the rain will last all night on September 7th and around 4am on September 8th the rain and wind will decrease so the morning of September 8th is safe.
For areas a little further inland like Hanoi, the wind will start to calm down from 1am on September 8, but the rain may last until 8-9am on September 8. At noon on September 8, the Hanoi city area is relatively safe.
For the midland and mountainous areas such as Tuyen Quang, Phu Tho, and Hoa Binh, the rain will be later. From 7 p.m. on September 7, the rain will increase. The rain will be heavier all day on September 8. On September 8, the rain will only be concentrated in the midland and mountainous areas, so the risk of flash floods and landslides is high.
In coastal areas, when storms come, boat mooring areas, aquaculture areas, dykes and seawalls in the above-mentioned dangerous areas are all likely to be affected by strong winds, big waves and rising water. Low-lying coastal areas and river mouths should be on guard against the risk of flooding due to rising water and big waves. Boat mooring areas are likely to collide and cause the boats to sink.
This rain will end quickly in the Northeast (Hanoi). However, it is likely to last longer in the western region. The mountainous and midland areas will have heavy rain, and the rain will last until September 9-10.
