DONG NAI, Vietnam (NV) – On August 14, the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling under the Ministry of Public Security issued a notice looking for people “with rights and obligations” related to the case of “forgery in work, giving and receiving bribes,” which occurred at the Saigon Driving Training Center in Tan Tien Ward, Bien Hoa City, Dong Nai Province.
This center is under the 3T Education and Vocational Development Company, established in 2014 under the decision of the People’s Committee of Dong Nai Province and a number of related units and localities.
Thanh Nien Newspaper cited the investigation results, determining that from January 2020 to April 2023, Saigon Driving Training Center created 935 driving registration records for 63,458 students and was confirmed by the Dong Nai Department of Transport.
“This center taught theory and practice in violation of regulations; assigned individuals outside the society who did not have the function of self-training drivers, and legalized the students’ records. After that, the center issued primary vocational certificates to 39,021 students in violation of regulations,” according to the investigation conclusion.
Accordingly, the Criminal Investigation Police Department identified 63,458 students of the center as “people with related rights and obligations” in the case.
The announcement of the Criminal Investigation Police Department recommends that, in order to serve the investigation and ensure the rights of B1, B2 and C class driving learners from January 2020 to April 2023, if this center does not contact to work, or has a request to resolve rights before the end of the investigation of the case, “the investigation agency will base on the documents collected at the center and the Dong Nai Department of Transport to handle according to regulations.”
Regarding this case, VNExpress newspaper reported that in April 2023, the Ministry of Public Security arrested Mr. Ho Dinh Thai Hoa, director of the Saigon Driving Training Center, for “forgery in work.”
Eight months later, Mr. Hoa was charged with “receiving bribes,” with the accusation of accepting money to ignore violations in the driving test to issue a driver’s license.
After that, the center was temporarily suspended from accepting and organizing exams for a long time, causing dissatisfaction among many students, teachers and investors.
In addition, Mr. Bui Dinh Thoa, former deputy director in charge of the Training Department of the Saigon Driving Vocational Training Center, was arrested on charges of “giving bribes”; Ms. Nguyen Thi My Nhan, deputy director of the Department of Transport, Vehicles and Drivers Management of the Dong Nai Province Department of Transport, was investigated for “receiving bribes.”
Mr. Dang Thai Han, former deputy director of market development at Saigon Driving Training Center, was accused of showing signs of “forgery in work.”
The Criminal Investigation Police Department determined that the defendants “had given and received money to ignore violations during the driver training and testing process that occurred at the Saigon Driving Training Center.”
