Morning of September 4, Hai Duong City People’s Committee organize a conference to implement general environmental sanitation and urban beautification in the city. This activity is meaningful as a message of the city in resolutely and practically protecting the environment, towards the 220th anniversary of the founding of Thanh Dong (1084-2024) and the 70th anniversary of the city’s Liberation Day (October 30, 1954-October 30, 2024).

At the conference, Mr. Tran Ho Dang, Chairman of Hai Duong City People’s Committee emphasized that for many decades, Hai Duong city has been known as a peaceful, clean city with a fresh environment. Local authorities, agencies, units and businesses have made great efforts to maintain environmental sanitationpeople maintain the habit of voluntarily sweeping the sidewalks and alleys.
However, according to the Chairman of Hai Duong City People’s Committee, recently, the rapid urbanization has generated a lot of garbage and waste in public works areas. In addition, management work is still negligent, not resolute, violations are not resolutely handled, violations are not immediately mentioned, handled immediately… leading to the mentality of littering freely which is gradually getting out of control.
The Chairman of Hai Duong City People’s Committee emphasized that the implementation of general environmental sanitation throughout the city aims to overcome existing environmental sanitation problems such as dumping household waste and construction waste in the wrong places, dumping old items, waste soil and rock, construction waste, hazardous waste, etc. in vacant lots along roadsides and urban areas. At the same time, it is necessary to raise the sense of responsibility of officials and people in ensuring environmental sanitation and urban order.

Mr. Tang Van Quan, Permanent Vice Chairman of Hai Duong City People’s Committee, said that in recent times, the City People’s Committee has maintained environmental sanitation relatively well and effectively, however, it has not covered all areas of the city.
Therefore, in addition to the scope of public services, they must be deployed to wards and communes, all roads, rivers, canals, etc. must be maintained and managed to ensure environmental sanitation.
According to Mr. Quan, to have a change in environmental sanitation management, it is necessary to do a good job of self-management so that people do not discharge waste in public areas. “If we just do a general environmental cleaning but people’s awareness is not high, and they discharge waste after cleaning, it will be impossible to do it all,” Mr. Quan said, adding that the city must maintain a state of always being cleaner, tidier, and more beautiful.
The Standing Vice Chairman of Hai Duong City People’s Committee also requested localities to coordinate with investors in urban and residential areas to conduct general environmental sanitation in areas managed by investors.
Speaking at the Conference, leaders of several wards and communes pointed out difficulties in maintaining environmental sanitation.
Mr. Pham Van Mai, Chairman of Hai Tan Ward People’s Committee, said that currently, there are many vacant lots and uninvested areas, with many weeds growing. Although the ward has launched a residential area campaign, these areas have no owners, making it difficult to ensure environmental sanitation.
Mr. Le Van Thao, Chairman of Quyet Thang Commune People’s Committee, said that before the National Day holiday on September 2, the commune mobilized 300 people to clean up the environment. Mr. Thao is concerned that the upcoming simultaneous cleaning campaign across the city will have some obstacles and difficulties such as time constraints, and if there is a delay, the ward and commune chairmen will have to take responsibility.

Mr. Nguyen Tac Luy, Chairman of Tan Binh Ward People’s Committee, emphasized that general environmental sanitation and urban beautification are necessary tasks. “We have done a lot in environmental sanitation. However, there are still many difficulties in terms of finance and human resources, especially due to the high speed of urbanization, which produces many things with consequences such as waste.”
According to plan, Hai Duong city will conduct a general environmental cleaning on September 14, 2024.
Accordingly, agencies and units of Hai Duong city, wards and communes coordinated with public service units to simultaneously organize cleaning and garbage collection on all main roads, alleys, residential areas, public areas, clear sewers, and dredge silted drainage canals.
In particular, focusing on thoroughly handling waste at 59 locations in the area where environmental sanitation often occurs. At the same time, priority is given to implementing on main roads such as: Truong Chinh, Vo Nguyen Giap, Nguyen Luong Bang, Ngo Quyen, Bach Dang, Thanh Nien, Ton Duc Thang, Quang Trung, Hong Quang, Le Thanh Nghi, Dien Bien Phu, Tran Hung Dao… and canals T1, T2, Hao Thanh, Nguyen Thien Thuat, Sat River…
After the city-level campaign, wards and communes will maintain this activity regularly and continuously.
Mr. Tran Ho Dang, Deputy Secretary and Chairman of Hai Duong City People’s Committee, requested the City Party Committee’s Mass Mobilization Committee to develop a specific plan, focusing on mobilizing people to regularly participate in general environmental sanitation in tasks not included in the list of public services such as: collecting waste in public flower gardens in residential areas, collecting waste on canals and ditches… Communes and wards review the tasks and assign people to directly direct and be in charge. Promote mobilizing people to properly classify waste at source, 100% of waste is collected and treated according to regulations.
The Chairman of Hai Duong City People’s Committee requested to thoroughly handle illegal waste collection points on the roads, take measures to prevent them from happening again, and strictly handle cases of dumping waste in the wrong places…Propagate to people to understand the legal regulations to join hands to protect the environment.
