However, now they still have hope and once again the dream of a house with a book has come back.
This time the City People’s Committee’s plan seems more “methodical” when establishing a working group; assign focal points, tasks and specific completion time. This plan is divided into 3 phases of implementation until the end of 2024.
According to the City Department of Natural Resources and Environment, since the 2013 Land Law took effect, the City has implemented 335 projects with more than 191,000 apartments but more than 81,000 apartments have not been issued books. The City People’s Committee has divided into 6 groups of problems when issuing books and assigned the Department of Natural Resources and Environment and the Department of Construction to resolve them.
However, from the reports of the Department of Construction, the People’s Committees of districts and Thu Duc City, the numbers are inconsistent.
Therefore, the actual number of projects and apartments involved still does not have a complete and accurate number. Thus, the picture of the house without a book is clear, but no one has yet figured out the details.
Meanwhile, the issuance of books is related to the legality of land, projects, financial obligations, civil transactions… if you do not understand thoroughly and in detail, it will be difficult to resolve completely. The longer it takes, the more complicated it becomes to complete the documents to issue the book.
House and land must have books. A registered house is not only a right of the people, but also serves the management of real estate. A house with a book will limit complications in civil transactions. People’s assets recognized by law will help them make business calculations such as loans, mortgages…
If we speed up the process of issuing books to people, we will have evidence to point out the names of investors who are scandalous, predatory, and violating the law…
Society’s expectations are too great, tens of thousands of people have the same dream but it is not far-fetched. We must understand that behind the tens of thousands of apartments that do not have pink books are so many frustrations and thoughts that keep piling up day by day without being resolved.
So can Ho Chi Minh City upgrade the “apartments with books” plan to a “500 day and night campaign to issue books to people”, like the Government has a plan of “500 days and nights to build 3,000km of highways”? yes or no?
If you are determined, you can do it. Only upgrading to “campaign level” can remove the status of houses and apartments with pink books. That determination must come from people’s dreams of having a house with a book, along with the fear that their legal property has not been recognized by law. That worry has persisted for too many years.
Then there are not only apartments waiting for registration books, tens of thousands of houses with legal problems are also waiting for registration books, but the Land Law 2024 has empowered the authorities to issue pink books to people. That is also a measure of administrative reform and serving the people of the authorities.
The need for a house with a book is so urgent. Although it also receives the attention of the People’s Council and National Assembly deputies, the number of apartments waiting for a book and tens of thousands of dreams of buying a house with a book is still piled high.
