Proposing the Government to have a special mechanism to relocate universities and hospitals out of the inner city
Reporting to the Government’s working delegation, Chairman of the Hanoi People’s Committee Tran Sy Thanh said that recently the city has focused on directing a number of key and strategic tasks, including three important contents: the Law on the Capital (amended); Hanoi Capital Planning and the Project to adjust the Hanoi Capital Master Plan with a vision to 2065, which is currently being submitted to the Prime Minister for approval.
Economically, GRDP in the first 6 months of 2024 increased by 6%, the average increase in the 3 years of 2021-2023 increased by 6.04% – about 1.16 times higher than the national growth rate. Total state budget revenue in the first 7 months of 2024 reached nearly 324,000 billion VND, equal to 79.2% of the estimate; total budget expenditure was nearly 53,000 billion VND, reaching 36% of the estimate.
FDI attraction reached more than 1.37 billion USD, expected to reach 3.13 billion USD for the whole year.
Proposing and recommending to the Prime Minister, Mr. Thanh hopes that the Government will consider and soon approve the planning projects of Hanoi and the project to adjust the general planning of Hanoi capital with a vision to 2065 to create new development space for Hanoi.

The head of the Hanoi People’s Committee also proposed that the Government consider, support, and resolve a number of urban railway projects, traffic projects, planning, housing projects, and handle obstacles for slow-moving projects and a number of other specific issues to promote socio-economic development in all aspects.
Developing the capital Hanoi is an important political task.
Concluding the meeting, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the meeting, assigned the Government Office and Hanoi City to absorb valid opinions, issue documents notifying the concluding opinions to effectively organize implementation in the coming time.
The Prime Minister said he was “very impressed” with Hanoi’s 10 bright spots in the first months of the year regarding socio-economic development and implementation of political tasks.
Notably, the capital’s economy recovered, growth was boosted, and budget revenue achieved positive results. In particular, FDI achieved positive results, and public investment basically overcame the situation of dispersion.
On behalf of the Government, Prime Minister Pham Minh Chinh highly appreciated and commended the efforts of the leaders, Party committees, authorities, army and people of Hanoi and the important achievements that have been made, making important contributions to the overall results of the whole country.
However, besides the achieved results, Prime Minister Pham Minh Chinh noted the shortcomings, limitations, difficulties and challenges of Hanoi.
Specifically, GRDP in the first 6 months of 2024 increased by 6%, lower than the national growth rate. The potential for mobilizing social resources is huge, but mechanisms, policies, and practices are not commensurate with the potential. Environmental pollution, traffic congestion, and flooding are still problems that need to be overcome. The rate of rural households with access to clean water sources has only reached 90%.
Some strategic infrastructure projects have not yet ensured progress. There is a lack of events and a series of cultural and sports events of regional and international scale. The PCI ranking in 2023 has decreased compared to 2022. The crime and fire situation is complicated…
According to the Prime Minister, developing the capital Hanoi is a particularly important political task in the strategy of building and defending the Fatherland. Building and developing Hanoi is always the top concern of the Party, State and people, with the spirit of “Hanoi for the whole country, the whole country for the capital Hanoi”.
Pointing out the key tasks in the coming time, the Prime Minister asked Hanoi and relevant ministries and branches to review the set goals and tasks and most recently the directions of General Secretary and President To Lam at the working session with the Standing Committee of the City Party Committee on August 9.
At the same time, it is necessary to promote growth, stabilize the macro economy, control inflation, and ensure major balances of the economy. Focus on removing difficulties and obstacles in terms of institutions, administration, and awareness of officials and civil servants to mobilize all resources to develop the capital.
In addition, it is necessary to promote administrative procedure reform, apply digital technology, reduce inconvenience and frustration for people and businesses. Regarding tasks, the Prime Minister requested to continue promoting disbursement of public investment capital and implementing key projects, especially Ring Road 4.
According to the Prime Minister, we must be pioneers in innovation and startups; apply the achievements of the 4th industrial revolution, and build a smart capital. Hanoi also needs to improve its provincial competitiveness index, people’s satisfaction, and administrative reform index, striving to be in the top 5-10 localities in these indexes.

Regarding health and education, the Prime Minister requested that there be no shortage of medicine and medical personnel and that preparations be made for the new school year. Hanoi must do a good job of salary reform in conjunction with good control of market prices, especially ensuring the supply of essential goods and preventing shortages of food, foodstuffs and gasoline.
