On September 10, sources said that the People’s Committee of Quang Nam province has submitted a document to the Prime Minister for consideration and approval of the project “Developing and forming a Medicinal Plant Industry Center in Quang Nam province with Ngoc Linh ginseng as the main crop”.
Quang Nam Provincial People’s Committee emphasized that promoting the cultivation of Ngoc Linh ginseng in particular and medicinal plants in general in midland and mountainous districts of the South Central Coast and Central Highlands regions… is a priority direction for economic development.
This is considered an important driving force to encourage people to promote their potential strengths to develop medicinal plants; at the same time, calling for and attracting businesses to invest in processing products from medicinal plants, contributing to improving the lives and developing the local economy.
However, in reality, there are still many difficulties such as the area with the potential to develop Ngoc Linh ginseng and other medicinal plants is quite large, but the potential resources for development are limited; the policy mechanism to develop the local medicinal plant industry is not strong enough, the ability to attract investment, develop, and build medicinal plant factories and industrial parks is still low; concentrated medicinal plant production areas according to GACP – WHO have not been formed.
Regarding processing, it is only at the initial processing level, there is no deep processing; the product has a brand; the human resources invested in research and development of Ngoc Linh ginseng and medicinal plants are still thin.
“The reality is that there needs to be a strong enough policy mechanism and resources to facilitate the development of potential raw material areas and attract large enterprises to invest in order to develop into a medicinal materials industry center in Quang Nam province.
Therefore, the construction of the project “Developing and forming a medicinal plant industry center in Quang Nam province with Ngoc Linh ginseng as the main crop” is an extremely necessary and urgent practical requirement…”, Quang Nam Provincial People’s Committee emphasized.
According to the People’s Committee of Quang Nam province, the establishment and construction of the Medicinal Materials Industry Center in Quang Nam province into a national focal point in the processing of medicinal materials, ensuring the production and supply of drugs and medicinal products with quality, safety, effectiveness and reasonable prices, contributing to the goal of turning Vietnam’s pharmaceutical and medicinal materials industry into a high-value commodity production industry, competitive in the domestic and world markets.
“Develop Ngoc Linh ginseng and other medicinal herbs into high-quality, high-economic value products to serve community health care; contribute to creating jobs and income for people and ensuring national defense and security.
For the period 2025 – 2035, a chain of linkages for seed production, cultivation, processing, production and consumption of medicinal products will be formed and developed in compliance with the principles and standards of good practice for cultivation and collection of medicinal plants of the World Health Organization (GACP-WHO) in accordance with the actual situation in the locality.
Building infrastructure for the pharmaceutical industry center in Chu Lai Open Economic Zone with a scale of 50 hectares; including building pharmaceutical processing factories, producing products from medicinal herbs to supply the pharmaceutical industry and other industries in the region and nationwide.
Establish at least 3 factories producing oriental medicine and functional foods meeting GMP – WHO standards, 2 factories producing products serving the agricultural sector (animal husbandry, cultivation); upgrade and complete infrastructure and regional traffic connections, creating favorable conditions for development and attracting investment.
For the period from 2036 to 2045, we will upgrade and develop infrastructure and develop regional transportation connections, creating favorable conditions for development and attracting investment. Build more factories to produce medicine, health protection foods and other products from Ngoc Linh ginseng and other medicinal herbs that meet prescribed standards.
“Turn the Medicinal Materials Industry Center in Quang Nam province into a focal point for supplying medicinal materials with national brands, making an important contribution to the economic and social development of the South Central Coast and Central Highlands regions in general and Quang Nam province in particular,” said the People’s Committee of Quang Nam province.
According to the People’s Committee of Quang Nam province, the main content of the project is to build and develop medicinal plant growing areas to fully promote the strengths and potential of the province in developing large-scale medicinal material areas that need to be considered from many aspects, focusing on 3 advantages.
In particular, focusing on developing Ngoc Linh ginseng, a priority crop and also a specialty and strength of the province. Second, conserving, developing and exploiting natural resources on forestry land and finally developing specialized medicinal plant growing areas.
Developing raw material areas including Ngoc Linh ginseng and other medicinal herbs in Quang Nam province with a total area of 89,195 hectares in 3 ecological sub-regions, highland sub-regions including Dong Giang, Bac Tra My, Nam Giang, Nam Tra My, Phuoc Son, Tay Giang districts.
The midland sub-region includes Hiep Duc, Nong Son, Tien Phuoc districts; the plain sub-region includes Dai Loc, Duy Xuyen, Nui Thanh, Phu Ninh, Que Son, Thang Binh districts. Expanding the raw material area to neighboring provinces with an area of 50,000 hectares, meeting the development needs of the medicinal plant industrial park in Quang Nam province.
The total planned area for growing Ngoc Linh ginseng is 16,580 hectares, of which 8,400 hectares are in Quang Nam province and 8,180 hectares are in Kon Tum province…
